The Soviet Union

Which year on Christmas Day did President of the Soviet Union Mikhail Gorbachev resign from office? Earlier that December an overwhelming majority of voters had voted for Ukrainian Independence from the USSR.
Even earlier the same year Gorbachev had asked the G7 countries for financial assistance to ensure the success of perestroika. This request was backed by Chancellor of Germany Helmut Kohl, President of France François Mitterrand and supported by former Prime Minister of the United Kingdom Margaret Thatcher.
Others were not as forthcoming and Gorbachev was frustrated that US President George Bush would spend $100 billion on the Gulf War, but would not offer his country loans.
