The Russian term in question is used for a season of the year when travel on unpaved roads or across country becomes difficult owing to muddy conditions from rain and melting snow.
Historically, this phenomenon has had important implications during wartime. A spring thaw probably hindered the Mongol army from occupying Novgorod in the 13th century, a month-long period of muddy roads and countryside slowed the German advance during the Battle of Moscow in WWII, and the mud-season also hindered a swift Russian invasion of Ukraine in 2022.
